Philadelphia is a great restaurant town, and Restaurant Week allows us to sample the best of them at prices slightly more in keeping with our modest pocketbooks. This season, our epicurean taste buds were treated to a three-course meal at the Swann Café. We couldn’t decide which was better—The rare tuna entrée or the braised beef rib? The flourless chocolate cake, or the tiny pear accompanied by a scoop of something sweet and yummy?
